Twenty one years of extensive procurement work under U.S. Agency for International Development (USAID) rules and regulations. Currently serve as Contracting Officer II for FHI 360, having been promoted to manage FHI 360´s most important portfolio totaling over US$950M in Foreign Assistance and Private Sector Donors. Served as a Senior Acquisition and Assistance Specialist for the U.S. Agency for International Development Mission to Iraq managing three of the most complex procurement portfolios amounting to $1.3 Billion Dollars and negotiated two major programs with cost savings of $20M while handling management decisions of complex audit findings that resulted in US Funds recovery of approximately $12M. Served as the Director of Contracts, Grants and Legal Services for the Pan American Development Foundation; as the Acquisition and Assistance Specialist with USAID/RSC/RCO-Budapest assisting in the acquisition and assistance operations for Cyprus, Bosnia, the Regional Program and responsible for the contracting of all personal services contractors for the 12 client missions. I managed the entire Alternative Development portfolio for USAID/Colombia from 2001 through 2004, and the USAID/Panama Darien Community Development program for USAID/Panama from 2003 through 2004 with limited oversight from the Contracting Officer. My twenty one years of procurement experience have included temporary duty with USAID/Jamaica, USAID/Washington, USAID/Panama and USAID/Bosnia.

EXPERIENCE

Contracting Officer, FHI 360, Washington, DC 05/2013-3/2015

Contracting Officer and Portfolio Management Team (PMT) Lead, responsible for managing all post award administration involving FHI 360´s biggest portfolio for West-Central Africa Middle East and South Africa portfolios with an overall value of over US$950M of Foreign Assistance and Private Sector Funds. Lead and provide on-the-job training to a team of three individuals, including a Contracting Officer I and two Contracts Specialists. Responsible for all aspects of award management, contract staff development and for interpreting Donor policies and procedures. Support all contractual services provided by Contract Management Staff in 17 Country Offices. Active policy writing committee member and responsible for supporting the preparation of FHI 360´s grant templates for USAID funding; collaborating with the development of FHI 360´s Grants Manual; and writing the procedures for award and subaward closeout.

Senior Acquisition and Assistance Specialist, Agency for International Development, USAID/Iraq, 04/04/2009-10/27/2012

Served as an Acquisition and Assistance Specialist responsible for providing the full range of procurement support services to four Mission portfolios. Managed USAID/Iraq´s high profile projects (IRAP, CSP and LGPIIE); negotiated the award of the Iraq Access to Justice Project and Primary Health Projects with savings of over $10M per award; and recuperated $12M in disallowed costs. Functioned as a member of an acquisition and assistance team, performing broad range of acquisition and assistance actions, including but not limited to the following: cost-reimbursement and fixed price contracts, task order, grants and cooperative agreements, and other agreements; Modifications to all of the aforementioned; Other miscellaneous administrative requirements associated with acquisition and assistance awards; and Provide A&A mentoring to one Acquisition Assistant.

Director of Contracts, Grants and Legal Services, American Development Foundation, Bogota, Colombia, 01/2006-04/2009

Designed the implementation of the Internally Displaced Persons subgrants program totaling $50M, while supervising a three person office, and coordinated outsourced legal counsel to ensure that all PADF contracting, sub-grant awards and other agreements with partners, fully comply with relevant USAID procurement, contracting and sub-granting regulations and that PADF files completely document the basis for awards and contain all required information; Advised PADF Colombia’s Legal Counsel and other staff on how to quickly achieve Project objectives within existing USAID policies and procedures, and how to fully document competition, awards, sub-project progress, and closeouts; Provided on-the-job training for key personnel both in PADF as well as partner organizations such as the International Organization for Migration (IOM), PADF´s Senior Partner for the IDP program, to ensure that Project momentum is sustained and activities are implemented in compliance with USAID requirements; Reviewed existing PADF Colombia procurement/contracting systems and procedures, manuals, model contracts/grant agreements, etc. to ensure full compliance with USAID regulations; Prepared new manuals and procedures, as needed, and reinforced and established systems and criteria for reviewing sub-projects, and processing them for appropriate approvals within PADF as well as USAID; and oversaw PADF´s individual grant making/contracting systems.

Advisor, Pan American Development Foundation, Bogota Colombia, 08/2005-12/2005

Acquisition and Assistance Specialist, U.S. Agency for International Development, Regional Service Center, Regional Contracts Office, Budapest, Hungary, 07/2004 – 08/2005

Served as an Acquisition and Assistance Specialist responsible for providing the full range of procurement support services to the client missions of the RSC/RCO. Functioned as a member of an acquisition and assistance team that servicing the USAID programs in Hungarian, Cyprus and Bosnia, while performing a very broad range of acquisition and assistance actions, including but not limited to the following: cost-reimbursement and fixed price contracts, task order, delivery orders, GSA schedule awards, purchase orders, grants and cooperative agreements, U.S. Government Interagency agreements, personal services contracts and other agreements; Modifications to all of the aforementioned; Other miscellaneous administrative requirements associated with acquisition and assistance awards; and Provided A&A training to RSC/RCO employees.

Senior Contracts Specialist, U.S. Agency for International Development, USAID/Colombia, 06/2001-07/2004

Served as the lead Negotiator for USAID/Colombia from 2001 through 2003 and managed a portfolio of US$250 Million during this period. As a core member of the Alternative Development Strategic Objective (SO2), performed a full range of pre-award and contract administration duties with minimal supervision. Work included contract price/cost analysis. Particular focus given to the development of specifications and monitor compliance consistent with the requirements of Federal Acquisition Regulations, OMB Circulars for education and non-profit organizations, and Agency specific regulations/policies.
Acted as Acting Office Director during the absence of the Contracting Officer at USAID/Bogotá for an intermittent period of 12 months.

Regional Acquisition Specialist, U.S. Agency for International Development/Dominican Republic, 05/1996-05/2001

Served as the only Acquisition Specialist in the USAID/Dominican Republic Regional Contracting Office, and as a core member of all three Strategic Objective Teams (SOTs). Directly responsible for completing the acquisition and assistance work in the Dominican Republic and Guyana. Negotiated all acquisition and assistance instruments needed by the Missions, with minimal guidance from the Regional Contracting Officer posted in Haiti. Provided backup support to the USAID/Jamaica and USAID/Haiti Missions.

Managed a portfolio of US$17 Million of regular program funds, and with the assistance of an office clerk, managed the entire procurement for the Hurricane George Reconstruction Program under which over 25 small grants were awarded in a period of 3 weeks.
